The state, city or village that you live in is inconsequential in determining which plants are hardy in your zip code. For example New York state zones range from 5a to 7b. This means that the average annual coldest temperatures range from a minimum of -15o F (5a) to 10o F (7b).
So, the hardiness zone can definitely help you with winterization, and preparing your fig trees for the winter.
Relatives and friends of mine live in the greater Seattle area, where their hardiness zone is 9a. This means that perhaps only one day a year the temperature may drop to around 32°F. That is why, when you walk through various Seattle neighborhoods, you will see enormous fig trees growing in front yards.
Bottom line, use the hardiness zone as identified by USDA to describe your location and not the state you live in.
